remained unaltered since before the war is a
prima facie reason for increasing it. I
attach on a separate sheet figures showing the
salaries paid in some of the larger Colonies,
from which it will be seen that the present
Hong Kong salaries are much less than those
paid elsewhere. On the other hand, the Privatė
Secretary is now drawing a bonus of £240 a year
which makes his salary quite on a level with
those of Private Secretaries in other Colonies.
It is not clear what is going to happen to this
allowance if the salary is increased. If he
still draws it in full he will be receiving
£740 a year in all, which seems excessive.
If on the other hand he drops it altogether,
he will be worse off than he is now. We
might, therefore, say that while the Secretary
of State agrees that some increase is necessary,
he will be glad of further information on this
point before finally approving the increase.
We might perhaps also point out that the proposed
salary for the Aide-de-Camp is larger than that
twon in all, except/the largest, Colonies, (that is
Nigeria and Ceylon), and also that it is usual
for a Private Secretary to receive more than
the Aide-de-Camp, and ask whether a slightly
less salary might not be sufficient.
